Normally an entrepreneur establishing an industry would require a lot of time to construct factory building which could also cost quite a lot. A list of various size of sheds, plot size and the built-up area is given in Annexure A Depending on the location, these Ready to Occupy Factory Sheds, Plots can be industry specific. Many of these are also eligible for Government Incentives, as may be announced from time to time.

GIDC ESTATE : PROVIDING ALL THAT YOU NEED
An entrepreneur, wishing to start an industry, would always look for availability of ready infrastructure, no only for speedy implementation but also to reduce pre-project implementation cost / time. To enable an entrepreneur to set up the project envisaged within available resources, GIDC identifies locations suitable for industrial development & arranges for infrastructure facilities, that one would normally look for.

GIDC Industrial Estates are equipped with essential infrastructural facilities like roads, drainage, water supply and street lights. Then there are the supportive amenities and commercial facilities like Banking, Telecommunication, Shopping Complexes, Canteens, Schools, Dispensaries, etc.
In many Estates there are housing facilities for workers and executives. These low cost ready to occupy houses prove to be a major boon, doing away with the need for commuting from great distances. This helps the entrepreneurs in attracting better talent and also results to enhanced productivity.

9 STEP PROGRAM TO QUICKLY AVAIL READY TO OCCUPY FACTORY PLOTS / SHEDS
The procedure to apply for allotment of Plot / Shed is very simple.

1. Application forms - readily available at the corp. head office & regional offices.
2. Application in duplicate for requirement of more than, 50,000 sq.mtrs.
3. Documents to accompany the application :

a. Security fees of Rs.500/-
b. Admn. charge @ Rs.2500/- for non polluting industries & Rs.5000/- for chemical industries.
c. In case of application for allotment of plot, deposit @ Rs.10/- per sq.mtr.
d. In case of application being made for allotment of Ready to Occupy Factory Sheds, the category -    
    wise deposit amount is as under.

A1 - Rs.50,000/-
C1B - Rs.30,000/-
J - Rs.25,000/-
A2 - Rs.40,000/-
C1 - Rs.25,000/-
I - Rs.20,000/-
K - Rs.10,000/-
L - Rs.15,000/-
Flatted Factory Shed : Rs. 30,000/-

e. Undertaking : As per proforma given in the application bearing an adhesive stamp of Gujarat State   
    worth Rs.20/- kindly get the form stamped before filling the same
f. Required documents like partnership deed, Memorandum & Articles of Association, SSI Registration, 
   Industrial License, NOC from Gujarat Pollution Control Board, Brief on Project, etc.

THE ALLOTMENT PROCEDURE : STRAIGHT, SIMPLE AND PROMPT
Allotment of Plot / Shed is made on 'First come first served' basis on receipt of the application with all the application with all the enclosures and the necessary fees. Looking to the priority and availability of Plot / Shed, offer is made to the applicant, who is then required to make a down payment to the extent of 30 % of the land cost.
Deposit amount paid at the time of application is adjusted against the down payment. In order to avoid any delays, it is advisable that such payments are made by Demand Draft to the concerned Regional Office.
The balance capital amount of Plot / Shed is required to be made within a period of 10 years. The allotees have to pay the entire capital amount in 40 equal quarterly installments along with the interest at the prevailing rate which ranges from 16-18 %.
If applicant desires to avail Moratorium period of two years, the same can be granted during which period interest on balance capital is to be paid in 8 equal quarterly installments.
After receiving the down payment and acceptance of offer, allotment Letter is issued. The Entrepreneur / Promoter is required to execute an agreement with the Corporation. Thereafter possession of plot / shed is given. Subsequently, the Entrepreneur / Promoter can obtain the water / power connections and has to get approval of building plans within the specified time limit.
The plot must be put into industrial use within 2 years from the date of allotment. In case the same is not utilized extension for one more year can be granted without any nonutilisation penalty.
Where as in case of Ready to Occupy Factory Sheds, the same must be utilized within 6 months from the date of allotment. Further one year's extension to utilize shed can be granted without charging any non-utilization penalty.
In case plot / shed is not utilized within the stipulated time limit as mentioned above, extension may be granted in genuine cases subject to charging non utilization penalty @ 1 % for further 1st year thereafter 2 % for the 2nd year, 3 % for the 3rd year and @ 4 % for subsequent years of the prevailing allotment price for the said year.

OTHER ADDITIONAL TIPS

For the Entrepreneur :
1. In case of Partnership Firm / Private Ltd./ Limited Co. all the important documents like undertakings, agreements, 
    partnership deed, etc. must be signed by all partners / directors / promoters or their legally appointed Power of  
    Attorney holders, duly authorized by the Board Resolution, Memorandum & Articles of Association.
2. Priority in allotment is given to applicants belonging to SC / ST / SEBC / Ex-army personnel, Non Resident Indian, 
    100% Export - oriented Units, land losers whose land has been acquired by GIDC & Lady Entrepreneurs. 
    However, such out of turn priority allotment is subject to the availability of Plot - Shed within the quota fixed by the 
    Corporation, as per the policy of the Corporation.
3. For Plot / Shed located on advantageous locations like National / State Highway Major District Roads, corner plot 
    or on main estate roads and roads wider than 20 meters, there is an extra frontage charge.
4. GIDC permits FSI of 1.6 and a plinth ratio upto 0.5
5. Local Allotment Committee of Divisional / Regional offices is empowered to finalize the allotment for all kinds of 
    factory sheds and plot areas upto 50,000 sq. mtrs.
6. Some essentials for Chemical Industries In case of chemical industry located in the estate wherein drainage 
    collection and disposal system is provided, the entrepreneurs have to provide required effluent treatment, as 
    prescribed by GPCB before discharging the same to the pipeline.
